The Administrative Procedure Act establishes the basic framework for federal agency action: rulemaking (formal under §§ 556-557 or informal notice-and-comment under § 553), adjudication (formal or informal), and judicial review (§§ 701-706); the APA applies to federal agencies but not to Congress or the courts.

Holding. Courts may not impose procedural requirements on agencies beyond those required by the APA, agency rules, or constitutional due process. Agencies retain discretion in how to conduct proceedings within statutory minimums.
